Maybe you need to drop the whole thing into a folder called /htdocs or /public_html or some such via FTP instead of /.

There is a system in place to notify translators of updates. If they don't have time to service their translations anymore, I guess there's nothing that the team can do, unless we get some new volunteers.

You can add to it - there is a lot to translate, so it takes a long time if only one person is working on it.

There is a fairly new policy that smaller languages do not need to translate the admin interface. If you concentrate on the files that are not in the acp directory, you will have more of a chance to complete your translation.
