Allowing raw HTML makes the forum insecure by default. You could filter out certain tags, but eventually that becomes no different than using BBCode. You can also create custom BBCodes to enable use of HTML tags that are not currently available in the default BBCodes.

FYI I've fixed the error with applying topic prefixes. I finally had a chance to look at the events available in posting.php and I found a better one to use so I switched to that. After testing, I was able to to successfully apply a prefix to a topic without any errors or notices. Note that the pref...

Given how new 3.1.x is, there are not likely to be any direct converters. You can probably try using that to get from Vanilla to phpBB 3.0.11, then update to 3.0.12, and then convert from that to 3.1.1 (or whichever version is the latest when you perform the conversion).

This is because when you simply type in a username as a recipient you haven't technically "added" them. Just a thought, make sure you've cleared the cache. I don't remember exactly how that dropdown is populated, but it might be pulling from the list of services, which gets cached.
