can a normal user paste a smilie into a post?

I know the administrator (me) can add lots of smilies to the ones already available on the board. But is there a way to enable things so that users can add smilies to their own posts by pasting them into the posts (the way anyone can do for a typical email message when writing an email with outlook)...
