Yes I believe there were indeed some problems with the mapping of the informal language packs.
Just renaming will break it. It is possible but you have to adjust some files in there as well.
Perhaps try it with the formal, classic Spanish pack?

If you are logged in it doesn't matter it will choose the language set in your profile. So as a guest! And restart Chrome after every change. If French is higher then English in the language list phpBB should pick French. If English is higher then French in the language list phpBB should pick Englis...

I do not have French in my language list, in Firefox, Chrome and Internet Explorer your forum loads in English.
What language have you set as default in phpbb?

I had to check my edits. Since an update a couple of months ago the comment signs were back lol. I just tested using Chrome and seems to work fine. 1) My board has British English & Dutch. Try enabling rewrite in ACP. Make sure you don't have an mChat folder in the root folder of your forum.

It's all in 1 download, but after you copy the folder there are multiple extensions, you must activate in the right order (core first).

Customcode doesn't work on 3.1.8 anymore, but if you have used to as you say, you should have no trouble doing the things you want.
