response headers still reporting php version as 7.2.17

server might need a restart after changing php version !
there could be a link for it at the php version switching page.

^ you should have manually created a empty database with utf8 collation that needs to be done using databases link at your webhost control panel on that databases page you should be able to see the server details a user should be also created to use the newly created database and that user needs to...

are you trying to install wordpress along with phpBB ?
if so, htaccess used for wordpress might be conflicting !

basically public_html folder is used as the main folder for website
in general,
public_html/forum consists of phpBB source files [extracted content]

or you can send a temporary acp login to Robert (/ other known helper)
through PM and later delete that testing admin account

or
is it by using single click installer [eg. Softaculous] at your web host panel ?

Enable per-forum feeds = Feed with X most recent posts from all topics in the selected forum.

it is better to change the board settings [board url & secured cookie]
&
also use .htaccess redirect from non-secured URLs to secured URLs
