It's too bad it couldn't be made to have the user removed from the Newly Registered User group after one post is approved so they do need to keep getting approval, but that's a separate issue. You can edit the ACP so you only moderate the 1st NRU group post but then spammers will be posting sooner....

If you force links posted by all but "trusted" users to have rel="nofollow", there's no SEO problems related to it. I'm not going to write out each and every edit since I do not know where they all are, but I don't think this would be too hard, it would just be tedious. Why would you want this though? This would make it impossible for moderators to identify multiple users spamming from same IP or from banning an IP for example. After all, as the judge said, IPs are not identification. ;)

phpBB is not Ubuntu, there is no 6 month release cycle here. However, 3.1 is coming along quite nicely and it should be out not too long from now :).

You could ask the mod developer though if you're having trouble with a mod.
