That is a permissions problem. It is a problem with your webserver setup. You'll need to look into that yourself. (Check .htacccess files)

You can manually edit the database, I suppose. The values are in phpbb_config, and I can't remember their actual name.. board_path I'm guessing.

First, btw, dont use iPowerWeb. Their support in event of failure sucks, regardless of other stuff.

Anyway. Are you sure you're using the same details to get to admin panel? You just enter the exact same stuff you do at logon screen. If not, it's, like, unknown bug

It means phpNuke sucks. And I believe the forum rules prohibit actually helping anybody when it comes to phpNuke because it's considered a MOD.

Then it's fake. Check the headers and abuse@ where it's rEALLY coming from (good luck, heh.) And hide all email addresses.
