from what i have gathered..

you have restored a 2.0.17 database..

and you are using 2.0.19 files..

you will need to run that update script to convert your 2.0.17 db to 2.0.19 structure

that username is for your mysql database..

you need to set the right username and password in config.php for your currant database

the only way i can see you doing this is if you go into each file that controls the register bit, and remove any page header includes.. but as i have stated.. this will alter anything to do with peoples profiles etc I have removed the header bit from this part of the register. and look what happens....
