If you already have phpBB installed then it doesn't matter. But to answer your question, the public_html directory or folder is where you place phpBB and other webpages. It may be called something different though depending on your host.

In the Quick-mod tools drop down select the Merge Posts option then on the next page select the topic you want to move the posts to.

If you have attachments enabled on your board you can just attach it to a post. If you want to upload videos larger than 2MB then you might have to ask your host to increase the max file uploads limit on the server.

Have you installed any MODs or made any changes to includes/functions_admin.php? If not try uploading a fresh copy of that file and clear your board's cache.
