Customizing a page means change the content or layout of this page. Customizing the URL is possible without even touching any of the page's specific files. What do you need after all?

You would have to either write a new style or change the way phpbb treats templates entirely. I think there already is a MOD that allows the use of smarty, you can get some ideas from its code.

I don't think this is what you want. Why would the user need to put his steam id if the link does not use it?
The way you said the steam id icon will always link to http://steam-utilities.redline-hosting. ... ?p=convert, no matter what is the user's steam id.

user_update_name() does not change the user's name, it updates the fields that uses usernames in certain tables (like forum_last_poster_name in the table forums). I don't think you need to call posting.php. You need to call submit_post() (/includes/functions_posting.php). posting.php also calls submit_post() and you can see there what's needed to call this function. I think you want to edit forumlist_body.html, not index_body.html.
Just open the file with a text editor that allows you to choose the encoding and line ending format and add the parts you want.
