Hello,
There is such a thing, but it's not a MOD; It's called a "Global Announcement"
When posted, It's above all topics on each of the forums on the board.

There is a BBCode similar to what your talking about, but the users would have to use it manually (The Spoiler tags)

There is no option to "make" a permission like that nor be able to set one as such.
If you can find a MOD like that then see if you can add it to your forum

Well, I followed someones tips:
1) Advertise your forum on advertising sites
2) Try doing "Post Exchange" with others and their forums
3) Keeo it active with contect on all the forums on the board

There should be a setting in your user control panel so that you can set it where you subscribe to topics when you post in them

There is something like that, I believe it's is called the Cash MOD. It allows you to get a cetain amount of points (customizable by administrator) by posting replys, starting new topics, etc. It also allows you do donate (give/receive) points to one another.

Try changing to boards language to British English instead of english or Simply go to the User Control Panel -> Board Preferences -> My Language: British English and then see if those buttons show up on the Quasar style
