You probably have checked not to use COPPA in the ACP. Hence, no group permissions. That was it! I was looking for a "COPPA on/off" switch in the ACP, but couldn't find it. We don't actually use Registered COPPA users, but I don't want that group to have extra permissions. Is there a setting in the ACP for hiding Registered COPPA users from Group permissions? On a vanilla install of phpBB 3.2.2 you should have roles 1 - 24. phpBB does not normally use an id of 0 so that is certainly an issue.
