You would have to inform your users that a transfer of ownership is pending and offer the possibility of having their registration details removed (e-mail etc...). The registration agreement they accepted did not include transfer of their details!! If he's not a company and he's not transferring it...

Consulted with a lawyer, and got some more information. Unless a website has a server or a company has an office that's actually inside of the European Union, the GDPR is completely unenforceable against a company in the United States, even if they have customers/users that are in the European Union...
