In database you have to change some entries after moving.

Have you checked in your new database the following entries in table phpbb_config?

cookie_domain, cookie_name, cookie_path, server_name, script_path

You can not move with using the same database with 2 boards ;) Move is from one place to another, hm? So you should move all files and change the database path as described in the guide you used. OR you create another database for the new domain and copy all files there. You can not use the same pat...

Update 3.17-PL1 to 3.1.8 went good for me - without problem by autoupdate packet
(yes, I have changed files)

All seems to be fine.

Your problem seems to be caused by extension "Ultimate Points" by dmzx. Read in his forum, please. There are more users with this problem.

Have you cleared your browsers cache? Most of people save 1GB of temporary internet files....
Have you ever tried to change the cookie name and clear all caches (ACP/FTP and browser)?

There exists problems with group membership "newly registered" and moving from there to "registered". May be it is caused by that.
