It's not that easy to recognize quotes in the first place (it would require to parse the whole posting to find QUOTE tags and then extract the quotation reference A simple reagular expression - no big deal make sure it's not a nested quote dito, you just parse the first level then you're aware that...

PS: Would be much better to have an option in the permissions to prevent posting two times in a row...

a) easier to implement
b) no problems with character limit
c) much "cleaner" solution

Sorry D@ve if I didn't misinterpreted something, this idea is for merging / joining posts not for splitting them... Yes, you are korrekt... The idea is to merge... ...this: foo bar ...into this: foo bar but I don't want that. If you want to split the dicussion becaue POST 2 is offtopic its much mor...

Imo USERS should be able to switch between editors... Not (neccessarily) the admin.

Why not pre-filling the post edit reason instead? Why having a separate "moderator comment"? And if: should it be per topic or per post? a) it's not supposed to be there. If you want to check if an IP has used by another person (I don't mean the whois-lookup), you have to use the IP Button in the topic. If a user has no posting, there is no way (to my knowledge) to check if another user registered from the same IP. It would help a lot if you have such a checkup funct...

Ok thats offtopic... But a CMS works completley differently. I made a CMS Mod for phpBB this is a whole different approach.

Can you imagine the mess you would have if a user with 20,000 posts had a hissyfit decided to delete themselves? Yes I'm well aware of that.
