In general it is better to block at .htaccess level because it will prevent putting load on your database and phpBB. If you are moving to a VPS environment I would look into turning on Opcache. That will greatly reduced server resources and make phpBB execute faster. Some hosts, especially when running CloudLinux, allow for PHP versions and settings to be set on each local account. Thus you can mix and match PHP versions running on a server. I have seen this before.

I would suggest you look up the keycaptcha project. They have a phpBB plugin that might help with your spam bot issue. It is a new way of doing captchas that isn't simply text based and is very easy to use.

I would strongly recommend getting of phpBB 2.0 too.

If you are comfortable editing your htaccess file: order allow,deny deny from 88.150. allow from all Note: If you already have deny from entries, then just add the deny from 88.150. line. That is unfortunate you have such slow Internet speeds Robert. My mobile phone rarely goes below 3Mbps and is usually 8Mbps+, averages around 11Mbps, without using LTE which is even faster.
