Typically when you search for inserting the code into core files, at first you need to look for the nearby events - core.page_header_after in your case.
If there're no events that can be used, you can request one and submit a PR.

I suppose that your problem is not related to phpBB itself.

You can install phpBB manually by downloading the latest release and following the instructions.

The security patch RELEASED bugs. For end users it looks like that. The new version - the security patch - the issues. But just to clarify, you call it the patch when in fact it's a release.
