True ... however the support for Marquee extends way way way more than others... I would assume you would have to go to

phpbb3-->acp-->acp_ranks.php

and add the exception around line 59

I am not sure if there is an extension for this, but if the purpose of this is to make them able to change their name if they want to you could give them permission to do so

ACP > Permissions > Group permissions > select group > Advanced permissions > Profile > Can change username = Yes

Let's see if the problem is file related ...upload a new copy into a separate folder of 3.1 and copy the config.php to the directory.. in your web hosting control panel you should have a log system where it records error logs, they don't display it in public for security concern. You can download (or view it online if possible) to see what is the Apache server error encountered.
