It would make zero difference if the PHP scripts were run via a browser or within a terminal, as the limiting factor on conversion speed is the ability of the MySQL server. The admin feature in phpBB3 - means one option box, and one click to delete - I would think it compaires very well with an email deletion. So based on what you are saying it sounds that there are, at a minimum, three clicks to deleting a user in the phpBB3 admin. So that's at least triple the effor...

For what its worth, I'd personally hate to see CAPTCHA be a reason for delaying the release of RC1. I agree a nice solid CAPTCHA is vital, but there are other ways of dealing with it in the interim. (two cents)
