If you have a good spambot countermeasure (Q&A with a NOT googleable answer) all of this does not happen, has been discussed and tried to death. I for one I never had spam bots. phpBB has builtin caching so that templates don't have to be recompiled everytime someone views a page. I assume that mod_expire was messing with this by basically overiding the caching with it's own headers. You'll need to go to a site that offers help with setting up servers, but the gist of it is...

I believe ours is the phpBB ATOM feed feed-through Googles Feedburner. Feedburner then converts the feed to RSS.
