Are you sure that php is enabled on your web server? this is sometimes seen on web servers that do not have the php enabled so the file is not parsed and is instead offered as a download :)

this is something which is done via the forum permissions system, you will need to g into the Admin control panel -> permissions tab-> forum based permissions -> forum permissions, then for your boards user groups check the forum permissions to make sure you have not enabled the permissions for post...

If you open the database backup which you restored does that topic title appear correct in the backup itself? You need to check this to make sure that the corruption did not occur while making the original backup.

If those are the only two modifications you have installed it may be wise to simple replace al your files with the exception of the config.php with fresh files from the phpBB download package on this site. I would start by checking you posting_editor.html file as that is the template file corresponding with the cached file throwing the error, how ever the error may not be in that file, when you updated did the auto updater flag any conflicts and if so how do you deal with them?

I was able to register and login on your board just fine, so this may be something on your machine causing your issues, maybe your firewall or anti-virus, maybe even a browser add-on such as a web accelerator or google toolbar
