Only if you have PHPlists installed.

It was 'nothing' to do with the phpBB3 software.

What does using it "privately" mean and "to release your modified version"? Does merely hosting the modified version mean releasing it? To 'release' in this context means to distribute to others. I think you must have the permissions set up wrong.

You can check them using the permissions masks.

You are editing the wrong file.

Try /styles/<<YOURSTYLE>>/templates/overall_header.html

But I think you will be wasting your time - it will make every page have the same data, which will make the search engines ignor it. I find google etc find my site without any changes.
