The backup you are using had a NULL value where a zero should have been, most likely. You were doing this restore from an older version of MySQL onto a current one, I would expect? Older versions would tolerate you putting null values in columns that are marked "not null" and did not have a default ...

Like Robert says, getting an off-host SMTP server to work with phpBB v2 is not particularly likely. However, if you upgrade to phpBB v3, it's email module is much more capable, and can deal with remote SMTP hosts that require encrypted connections (like Yahoo, Hotmail, and Google) and alternate ports.

In phpmyadmin, click on "Show MySQL system variables Documentation" on the initial screen; it MAY show you what your maximum queries allowed setting is. Just because the machine is "dedicated" doesn't mean there aren't restrictions imposed. Some hosts do it automatically!

The problem would be the NULL for the group_type; it is defined as being NOT NULL, and MySQL 4.1 and later will enforce that. Do a search-and-replace and put the number 1 in place of NULL, with no quotes around it, just like the group_id is, and try restoring again.
