"Active Support" ending doesn't really concern me. When it ends, that means it is as mature as it will get. It is the security side that I'm interested in.

Regarding the features built into PHP 7.4... does phpBB 3.3.x take advantage of any of it vs. PHP 7.3, by chance?

PHP 7.4 was released in 2019 (November 28, 2019 to be exact). By the time you migrate away from PHP 7.2, 7.4 will have been out over a year. So unless you have a good reason not to, I would go with 7.4. Are there any feature differences going straight to PHP 7.4 vs. PHP 7.3, besides a tiny bit more...

PHP 7.3 or PHP 7.4

With phpBB 3.3.1 coming soon, I plan on getting it but continuing to use PHP 7.2 until early December, 2020 just after it's EOL. What I'd like to know is would it be better go for the matured PHP 7.3 or go straight to the less matured PHP 7.4 knowing it may be a bit more buggy? I'm looking more for ...

Not necessarily, no. As part of the release routine once a release is done for a version then any outstanding tickets for that version are simply moved in JIRA to the next possible version. The existence of a version in our tracker does not indicate that it will be created and released. For example...

Thanks, guys. Actually it doesn't make much difference. The migrations will run through all stages anyway. That's what I figured. But I've also seen Acyd Burn mention in the past that the phpBB 3.0.6 update was so big, it almost broke the updater. That is why I was considering an incremental upgrade...
