Your overall_header.tpl is probably where the .bodyline is being defined.. as .bodyline { background-color: {T_TD_COLOR2}; border: 1px {T_TH_COLOR1} solid; } So it is {T_TD_COLOR2} which is setting the blue. No probs.. it should just be a case of replacing the value for background in the admin - styles section.. if that doesn't work, then it might be the css file you have to edit.

You have set the class .bodyline to #003399 which is that blue,
.bodyline { background-color: #003399; border: 1px #003399 solid; }


For white it should be #FFFFFF
