No, it's not in 3. Instead, you can edit the stylesheets directly in order to customize every color more precisely.

The old editor was awful. If you want to modify the style, you are going to have to learn CSS and HTML.

It's definitely that the theme hasn't been refreshed. In the ACP, under the Styles tab, click Themes on the left, then click Refresh next to prosilver.

Refresh the theme under the ACP Styles tab. Then clear your browser's cache.
