You have not completed the upgrade.

1) Upload the install directory.
2) Point your browser to yoursite/yourforum/install/update_to_latest.phop
3) Once complete, delete the install directory.

That message is indicative of the contrib/ or install/ directories being present. Remove them. It is also a bad idea to publish your passwords online and root is an insecure db username.

Hopefully this is a test installation on a local PC otherwise you're in for a lot of trouble...

You can regain your admin status using the Admin Toolkit (link in sig). The user ID should not be 30 however...

I would suggest contacting your host. It could be that they have some restrictions in effect or a badly configured instance of mod_security.

If you have no MODs installed then yes. Backup all your files and database first if you are worried - that way you can go back easily.

iWisdom is correct. If you choose to open the frame in a new window then you get the scroll bars back. Check your framing code.

What were you doing before this message appeared? The most usual reason for this error is the presence of the contrib/ and install/ directories. Make sure that these are deleted from your server.
