That message means that you having (or are about to fill) the space allocated to your by your host. Either delete something (like you have) or discuss getting more space from your host.

config.php needs to be inside your phpBB root folder. It will not work if it is elsewhere.

If they have definitely filled in all required fields then try swapping back to subsilver as your default template. If the problem still exists then you can disregard the possibility it is a template based error or you could go some way to pinpointing the cause...

I have just created two accounts for testing (Bobble & Bobble2 - go ahead and delete them) and had no problems.

The only stumbling block that I can see is that you have Location as a required field. This is not normally a required field and many people will automatically skip it...

Don't add MODs just for the sake of having them - they will need to be kept up to date along with the rest of the board. I would suggest you have a quick read through the Read Me Before Posting sticky in this forum though, some great MODs and tips for fighting spam.

You should update and not just to get functionality out of the Admin Toolkit. All phpBB updates now are security patches and you are currently 6 behind. Update the forum first before you get hacked and then worry about the lesser problem of spammers.
