Were you trying to upload an avatar? If so ensure that the permissions for the directory are set correctly (CHMOD 777 or Read/Write depending on whether you are on a *nix or Windows server). Also ensure that any tmp directory has the same permissions.

If you are referring to auto-prune for posts older than 90 days then the posts are gone. Pruned posts are removed from the database completely.

Essentially it's up to you. The main reason I think of to keep the sigs shorter is that it becomes a pain having to scroll through pages of random sigs just to read a thread. Yes, it will impact on your bandwidth as you will be sending more data down but it shouldn't be a huge difference.

The database contains a version number so when you have restored the database you have restored the old version number and any tables change between .20 and .22 will have been reversed also. 1227 queries is an extremely high number of queries the phpBB would never generate and so the blame must lie with your MODs. You need to look at which MODs you really need and remove the rest.
