If the board is empty, I'd be tempted to delete everything and start from scratch - including ditching the contents of the database. Sounds like an initial install error to me.

The database is between 50MB and 60MB in size (I can't check at the moment), and I've never had problems running upgrade scripts before. My host is 1&1 Internet in Europe.
