No, don't use it. Some users will experience blank pages. Particularly Netscape 6/7 and Mozilla users.

That is not really true. As GecKo mentioned, daylight saving will make the clock one hour forward, that is GMT +13.

Appearantly Netscape 6+/7 and Mozilla users are fine. Communicator users are suffering this problem.
