If their user is not getting entered on the Inactive Users list, then they are not finishing the registration page.

At the bottom of the front page of the Admin Control Panel is the list of Inactive Users that need to be approved.
if you click on a user's name, it takes you to the page where "Activate User" is one of the Quick Actions

As far as I remember, the ext count the warnings, not reports.
The request was for Reports, not Warnings.

Well, each user selects their language in their User control panel. The default language is just the language that comes up by default in registration.

Even in the F12 view, viewing stylesheet.css from the list of included files in the "Sources" tab will display using language-aware highlighting that reveals the comment is extending further than intended. So we would need to know what table is getting that error. I do not know what table would have a number+question-mark, or unprintable character as its key.
