If you have restricted the avatar size to be 80 x 80, it should not allow users to post larger avatars. Did you install a mod or made a modification that may have altered the phpbb settings? Well As you most probably know, phpbb2 does have an inbuilt notification system to users.

I think the Forum Notification mod may interest please check it and let me know if it does fit your requirements.

I have just found the MOD for New Post E-mail notification, which I think may be of relevance to you.

For a an instant e-mail notification of only questions, I think you should ask in the MOD requests forum for more information.

As a far as I know, you will still be able to access the members list in your administrator panel. Would this not be convenient to you? You can also add several user management MODs for an easier ease of use from the ACP.
