In your config.php change $dbms = 'mysql'; to $dbms = 'mysqli'; and try again. That fixed the database update problem. After using the tip that Oyabun1 gave me, I was able to finally find the permissions conflict. However, it took much longer than I would have expected. Part of the problem is that the board has been up for almost 11 years and I haven't had to add or modify a Moderator in many years. I'm sure I forgo...

Check the permission mask for the Can manage bans permission ACP > PERMISSIONS > Permission Masks > View global moderation permissions > Look up user > a moderator . They were able to do so before the upgrade from 2.x.x to 3.x.x, so perhaps something changed during the upgrade. I'll check to see those settings.

After upgrading to 3.1.6, none of the Moderators can ban members. Some Moderators cannot split posts, while other can still do so. As an Admin, everything still works for me.
