To clear things up for my instructions; by config.php, I'm reffering to the config.php file in your phpbb forum root directory. You'd just have to open up the file and copy and paste the username and password for the mysql user specified in that file in the mysql user add fields. (in Cpanel)

Because the tpl files are not php files, you cannot implement php in them. You could of course, simply add your php code to the proper php file (ex: page_header.php) and edit your template files accordingly.
