It's not that I'm trying to "copy" permissions at all, I'm trying to "set" permissions and the ACP won't accept what I'm trying to set. When I go into ACP -> Forums -> Group forum permissions, I get the same lack of response. If that's not what you meant, I would appreciate a more explicit example.

I have a feeling I am going to be overwriting most of the current code to get rid of this problem though. :(

I'm not trying to manage forum permissions, I'm trying to manage GROUP forum permissions. Slight difference.

I'm also not looking for a work-around, I already found that. What I'm looking for is a fix that isn't too painful. :(

No, unfortunately it isn't. You need to create a new database on your host for the "new" forum. I have more than one forum on one of my websites and had to be very specific about which database I was connecting the new forum to.
