no plans on this one yet. And that's the fault of the many browser implementations and versions out there. It's extremely complicated to find a solution that works for all browsers and can be incorporated with phpBB. Maybe in a couple of weeks I'll give this another shot.

of course it's not working - the viewforum bit is handled in the forum options, as you can see on the screenshot. So please go to ACP --> Forums --> Edit and choose the logo and/or background there.
can you please check in your ACP --> Styles --> Edit the logo chosen for "New topic" from the first dropdown called "Select image"? You should see the image preview there.
