If the options do not show up in the ACP, it's because the template does not have them. Make sure you have not somehow uploaded an older copy of the admin/admin_board_body.tpl file to your forum.

You can't delete it because it isn't empty - there is a file, ".htaccess", that is probably hiding from your FTP program (by default, file names starting in a dot are invisible to FTP). Once you delete it, you'll be able to remove the directory.

Table names in ALL_CAPS means you're missing one or more lines in you constants.php script. Make sure you're using one from a current version of PHPBB!
