Nick,

You can do a completely new install to a new DB and start new.

You can try to install and use thePHPBB Admin ToolKit to delete users, posts and PMs with a few clicks.

You can try a complete clean install of PHPBB, verify board is working correctly, then use the admin panel to do the DB restore.

Another option is to install PHPMYADMIN, if using mysql as your DB, and try a restore from that.
