OK, maybe I didn't word it right. I read in the Blog for 3.0.6 plans that there will be a Newly Registered User Group, what I was asking, is until 3.0.6 comes out, can I do what I'm after in 3.0.5, or do I need a MOD/Hack to do this, if I can, how/where?

You don't need imagemagick in most cases. If you later need it, you can always set it in the admin later on. YOu don need to install it now to be able to use it later. The automatic updater is capable of dealing with MODs. You can wait, however I'd recommend you just start your board now, and update when the time comes. Oh, cool.
