Admin Panel -> User Admin -> Permissions
Choose an User and after pressing submit you'll get a screen where you can assign Forums to Moderate to the User.

or CHMOD config.php to 777 before you start installing or upgrading. After the installation or upgrade CHMOD it back.

Scroll down ubtill you see: User is active choose yes and press the submit button.

Use phpMyAdmin to make a full backup from your database.

And use FTP to download the files to your computer (if you don't already have them on your computer)

get phpMyAdmin
Find the config table and change override_user_style to 0.
Find default_style and change that to the style you want to use(fill in the themes_id)
You can find the themes_id in the table themes

Load a page and look in the sourcecode. You'll get to see the Stylesheets info. Copy that and paste it in the CSS File. Then you can delete the Stylesheet stuff in overall_header.tpl. Then uncomment the line for External Stylesheets and that's it.

I installed this mod for someone with a board on lycos.co.uk but I get the message above.

I don't have these messages on a paid host I have. Has this to do with that lycos tries to ad banners?
