It will be as good as the information the extension authors or the customization db provides. If they provide version check info, an announcement and a download url, you will get all this information in your notifications. For all extensions in the database here, this should work since the phpbb tea...

Yes, that example can still be considered a sort of error, but here for example, a success message is displayed, doing that by throwing an exception would be really odd to me (as is the use of trigger_error for that purpose, really, I never understood the replacement of message_die on that part).

The standard error function was used for messages and errors since phpBB 3.0.0. In phpBB 2.0.x, there was a function called message_die that was used to relay messages to users. Btw.: RmMcGirr83's extension is also using trigger_error for non-error messages, while it uses throw for errors, at least ...

You cannot edit a file using a regular extension. If there is a name clash between two functions, then probably at least one side is not using namespaces properly (probably both).
