All forums use the same templates, so it wouldn't be impossible without modifying the core of the boards, the php files.

You'll need to have pretty big fiction boffins to be interested in things like that, and it will be a draw back, mainly because any normal person who may come across the boards will think it is in a foreign language, and go off somewhere else - I know I would.

if you create a new theme, it would go into its own directory, e.g. templates/themename

Your .css file for that theme would be templates/themename/themename.css

You have to delete your old database before you create a new one, or change the root phpbb_ to something else.

The database would exist if the installation can retrieve a password to say: "The passwords you entered did not match." My guess is that you aren't entering the password correctly. Write it out in notepad or somewhere, and then copy and paste it into the field - unless it is appearing for your datab...
