It depends, if you want it to remain at the top of the page, in every page, edit overall_header.tpl. If you want it to stay at the bottom of every page, edt overall_footer.tpl. Go into your admin panel, then your forum permissions, then click the appropriate permissions.

If you "own" the board, i.e you are an admin, you should be able to select it when you are creating the post anyway.

Java buttons... me thinks not... :) Some of them get it of different websites across the internet - there are hundreds of them, most popular for phpBB as far as I am aware being forumimages.com (Daz's), others like me, we make them ourselves using graphics progs, like Photoshop, Fireworks, Paint Sho...

Alter the permissions from your admin panels forum settings, select the forum and then select the options from the drop down menu, to reg, mod, etc.
