I fi understand what you're asking, here's what ya do:
  • Go into Group Permissions.
  • Set the usergroup to have access to the forum.
  • Go into User Permissions.
  • Set the moderator of the group to have moderator capabilities for that forum.

As far as I know, we're at phpBB RC-2. Some peolpe have discussed rumors of a release version or another release candidate coming out in the coming days.

Here's why..

Times are based on individual users. You can change the time format in your profile for when you are logged in or change it in the admin config options for those not logged in.
