More specifically, we don't have permission to re-distribute the header images. And no, you can't take them, they do not belong to us, we have permission to use them though (see page footer).

As phpBB3.0 supports unicode, you can just write them in normally.

e.g. ¡, ¢, £, ¤, ¥, ¦, §, ¨, ©, ª, «, ¬, ®, ¯, µ, ¿, ¶, ¾, Æ, ß, ‡, †, “quotation marks”, etc...

If you update phpBB then the files will not match and will be downgraded from the merge. Can you stop that from happening? If not then the answer is no, you cannot.
