Does anyone have any idea how to troubleshoot where this "never" is being set. I have been through every group, every role and I just cant see anything set to "never". I am getting desperate now, this worked before the upgrade

Interestingly, I have upgraded since I did this (now on 3.0.4) and I have lost the ability to PM groups. I have re-checked all the settings and they look ok.

Any ideas why this could have happened?

Sorry, I am being stupid. I have gone into registered users permissions and I cant see anything about receiving... my group can sens mass pm, but I cant see a group drop-down?

Looks like RC7 causes trouble... I upgraded to RC7 and there were lots of conflicts... the upgrade went ok but most of the flags mod is now gone. Users still have flags, but I think the control panel side of things needs re-do'ing
