How many do you get at the "View online" at the bottom of the index page? This should be an almost negligible load for any reasonable MySQL server. You can try adjusting the load settings (in the Administration Control Panel) to be more friendly if you like, but I think you should ask your host exac...

How busy is your forum?

phpBB does not use the built-in PHP session handler. The setting will have no effect.

Right now, filenames generally show 'viewtopic.php?f=9&t=4', but according to some SEO stuff i've been reading, it's beneficial to have filenames that are relative to your website or page. Really? Your root path is set incorrectly. I don't know how, this should only happen if index.php is included from somewhere else that defines the PHPBB_ROOT_PATH constant. Have you modified your board in anyway, or are you using it as part of a portal or something?

Try upgrading your installation to the latest version. You should overwrite all existing files, then open install/database_update.php.

Okay, so now your issue is that you cannot search for this user in the ACP? But he appears correctly in lists, and so forth, and could log in? Can you find his posts in the author search? Suppose then that you click the "Find a member" link, beneath the box into which you should type his exact name....
