I saw that, most likely you missed something.
If with the new config.php you don't have any problem and with the old one you do, so the problem is with the database.

I don't understand the alternative ?? You need to design a banner for that announcement ?
You could make it a global announcement for a period of time (a month) that way people be more aware of that scam.

It is also the first thing that comes up if you put "scam" into the search box at the top right :)
Why not put it as global announcement or at the top of the support forum ?

The problem is with your ACP email configuration not with the config.php file.
Check which setting is for the new forum in the config table (phpbb_config) with the old one.

Try this.
  1. After you login wait to be redirect to the index and then try to go to the ACP.
  2. If it doesn't work logout (with the logout link), clear the sessions table , cache and cookies.
  3. Try again step 1.

You should changing permissions for the Administrators group to full access. It's nothing to do with admin permissions. Stickies are forum based permissions. Try to click the Delete all board cookies link and clean the cache directory. BTW: Thanks. Can you watch now ? Or better, could you tell me how to watch this informations ?
