logged in= military time, logged out= standard 12hour time ?

Why is it on my forums that if I am not logged in, it displays the time in 12 hour format with AM PM , but if I am logged in it changes to Military 24hour time ? I want it to stay as 12hr AM PM format. How do I do this ?
